Irish building regulations for insulation in Ennis
Technical Guidance Document L 2022 — Buildings other than Dwellings (Part L, in force 25/10/2022) sets the energy performance standard in the Republic of Ireland. For new buildings, Table 1 gives limiting average U-values of 0.16 W/m²K for pitched roofs, 0.20 for flat roofs and 0.21 for walls and ground floors.
Where work is a material alteration, Table 10 applies: 0.16 W/m²K at a pitched-roof ceiling or 0.25 at the slope, 0.25 for flat roofs and 0.35 for other walls. Your survey report shows the build-up needed to reach the relevant figure.
For new buildings TGD L 2022 gives a reasonable upper limit of 5 m³/(h·m²) at 50 Pa for air permeability, confirmed by test on completion. A continuous foam layer helps close the leakage paths that testing exposes.
A BER (Building Energy Rating) from SEAI is required when a building is sold or let. Fire performance is assessed under TGD B – Fire Safety, with materials classified to I.S. EN 13501-1.
