Encapsulation vs Removal: The Key Decision
Building owners facing asbestos in their commercial or industrial buildings have two fundamental options: encapsulate the asbestos-containing material (ACM) in place, or remove it entirely. Both are legally valid approaches under Irish health and safety law, but they differ enormously in cost, disruption, timescale, and practical outcome.
The Health and Safety Authority (HSA) does not require removal simply because asbestos is present. Under the Safety, Health and Welfare at Work (Exposure to Asbestos) Regulations 2006–2025, employers and those in control of workplaces must identify asbestos, assess the risk of exposure and control it — see our guide to managing asbestos in your building. Asbestos cement in good condition that is unlikely to be disturbed is often best left in place and managed, and encapsulation seals the surface and stops fibre release from weathering.

When Removal Is Required by Law
There are specific circumstances where asbestos removal is legally required or strongly advisable, and encapsulation is not appropriate:
Demolition. If the building is being demolished, all asbestos must be removed before demolition begins. Encapsulation is not an option because the demolition process would disturb the ACM.
Major refurbishment that will disturb the ACM. If planned building works will directly disturb the asbestos-containing material — for example, cutting through asbestos insulating board (AIB), or removing asbestos cement panels to create new openings — removal of the affected sections is required before the refurbishment work proceeds.
Severely deteriorated ACM with active fibre release. If an asbestos survey identifies ACM that is badly damaged, crumbling, or actively releasing fibres, removal may be the safest course. However, even in these cases, localised removal of the worst sections combined with encapsulation of the remainder is often a viable and cost-effective approach.
Asbestos insulation (lagging) on pipes and boilers. Asbestos lagging is a higher-risk material than asbestos cement, and its removal requires a specialist asbestos removal contractor, with the work planned, risk-assessed and notified to the HSA. Encapsulation of lagging is possible in some circumstances but is less commonly recommended than encapsulation of asbestos cement roofing.
When Encapsulation Is the Better Option
For most commercial and industrial buildings with asbestos cement roofs — one of the most common forms of asbestos in older buildings — encapsulation is the superior solution. Encapsulation is the better option when:
The building will continue in use. Most warehouses, factories, agricultural buildings, and commercial premises with asbestos cement roofing are operational buildings that the owner intends to keep using. Encapsulation allows the building to remain in use during the works, with minimal disruption.
The ACM is in reasonable condition. Asbestos cement that is intact, not heavily weathered, and not being disturbed by building works can be safely and effectively encapsulated. The encapsulation system seals the asbestos fibres permanently within or beneath a durable coating or foam layer.
You want additional building performance. Unlike removal (which simply eliminates a problem), encapsulation with Nexseal LE or GacoFlex S42/SF42 improves the building. Interior spray foam adds thermal insulation (reducing energy costs by 30–50%), eliminates condensation, and reinforces the roof structure. Exterior coating adds waterproofing and extends the roof life by 20+ years.

Disruption and Downtime Comparison
The operational impact of removal versus encapsulation is often the deciding factor for businesses that cannot afford extended downtime:
Encapsulation (interior spray foam): Work proceeds inside the building in sections. The building can remain operational — areas not being worked on continue as normal. Typical programme for a 2,000m² warehouse is 5–10 working days. The work is survey-led and risk-assessed, and notified to the HSA where required. No special waste is generated.
Encapsulation (exterior coating): Work proceeds on the roof exterior. The building interior is completely unaffected. Typical programme for a 2,000m² roof is 3–7 working days depending on weather. Notification to the HSA is made where required. No building evacuation.
Removal: The building (or affected section) must be evacuated and sealed. Since 30 December 2025, asbestos work requires a permit from the HSA, with notification, a plan of work and a risk assessment submitted at least 10 days before work begins. A specialist removal contractor erects full enclosures, decontamination units, and negative-pressure air filtration. The removal itself takes 2–4 weeks for a 2,000m² roof. After removal, a new roof must be installed — another 2–4 weeks. Total programme: 6–12 weeks including the notification period.
Compliance and Legal Comparison
Both encapsulation and removal are legally compliant ways of managing asbestos under the Safety, Health and Welfare at Work (Exposure to Asbestos) Regulations 2006–2025. Neither approach is "better" from a purely legal standpoint — the law requires that the risk is identified, assessed and controlled, and both achieve this.
However, the compliance burden differs significantly. Removal requires a specialist removal contractor, an HSA permit, environmental monitoring, hazardous waste disposal, and extensive documentation. Encapsulation requires a competent contractor, a survey and appropriate risk assessment, notification to the HSA where required, and updating of the asbestos register and management plan — a far lighter process than full removal.
Post-completion, both approaches require ongoing management. After removal, the building must be re-surveyed to confirm clearance, and the asbestos register updated. After encapsulation, the register must be updated to record the encapsulated material, and periodic maintenance inspections must be carried out. Environmental Impact
Asbestos removal generates significant hazardous waste. A 2,000m² asbestos cement roof weighs approximately 25–40 tonnes. This must be double-bagged, transported in sealed containers by licensed carriers, and disposed of at a licensed hazardous waste facility. The waste will exist in landfill in perpetuity — it does not degrade or become safe. Additionally, a replacement roof must be manufactured and transported, with its own carbon footprint.
Encapsulation generates zero waste. The asbestos cement remains in situ, permanently sealed. No hazardous waste is created, no landfill capacity is consumed, and no replacement materials need to be manufactured.
