Asbestos in Irish Farm Buildings
Asbestos cement roofing and cladding is widespread in Irish agriculture. From the 1950s through to the early 1990s, asbestos cement was a standard roofing material for barns, livestock housing, grain stores, machinery stores, and general farm buildings, chosen for its durability, fire resistance, and low cost.
Many farms still have several buildings with asbestos cement roofs, often adding up to a large combined roof area. Farmyards are workplaces, so that asbestos must be identified, assessed and controlled under the same asbestos management rules as any other workplace.
Farmers face a particular challenge because their buildings are typically high-volume, low-value structures where the cost of stripping and re-roofing can be disproportionate to the building's value. Encapsulation offers a proportionate, cost-effective alternative that keeps the building in service and compliant.
Challenges Specific to Agriculture
Livestock
Many farm buildings house livestock — dairy cattle, beef cattle, sheep, pigs, and poultry. Encapsulation works must be planned around livestock cycles. Dairy buildings can only be worked on when the herd is out to grass (typically April–October). Poultry houses require complete flock clearance. Pig buildings may need phased working during batch cycles. Ventilation

Livestock Considerations
When encapsulating asbestos in livestock buildings, animal welfare and biosecurity must be central to the planning:
Animal removal. Spray foam application generates noise (compressor operation) and brief aerosol during application. Livestock must be removed from the working area — typically a bay or section at a time. For poultry, the entire house must be empty. For cattle, phased working allows part of the shed to remain occupied while another section is sprayed.
Curing time. Nexseal LE cures within seconds of application and is fully hardened within minutes. There is no significant off-gassing period. Animals can typically return to a sprayed section within 2–4 hours of application, once the area has been ventilated and any protective sheeting removed.
Food safety. For dairy and poultry operations, the encapsulation must not contaminate feed, water, or milk. Duratite covers all feed troughs, water points, and milking equipment with protective sheeting before work begins. The cured spray foam is food-contact safe and approved for use in food-processing environments.

Planning and Building Regulations
Asbestos encapsulation of existing agricultural buildings does not normally require planning permission because it does not change the external appearance (interior foam) or materially change the appearance (exterior coating in a similar colour to existing). However:
• Protected structures: If the farm building is a protected structure or within an architectural conservation area, consent may be required even for internal works. Consult the local authority planning department before proceeding. In Northern Ireland, check with your council if the building is listed or in a conservation area.
• Building Regulations: Encapsulating and insulating an existing farm building for continued agricultural use is usually a straightforward upgrade, and you can specify the insulation thickness that makes economic sense for your livestock or storage requirements. Check with your designer whether any Building Regulations requirements apply to your particular project.
• Change of use: If you plan to convert the agricultural building to another use (residential, commercial, tourism), Building Regulations requirements will apply — in the Republic of Ireland these include Part L (TGD L) for energy performance and Part B (TGD B – Fire Safety). Cost and Funding Considerations
Agricultural encapsulation is priced per project in the same way as commercial work, with a fixed quote after a free site survey. Several cost considerations are specific to agriculture:
Land Remediation Relief (Northern Ireland only): Farm businesses in Northern Ireland structured as limited companies may be able to claim a 150% LRR tax deduction on asbestos encapsulation costs. There is no equivalent relief for farms in the Republic of Ireland — speak to your accountant.
Farm investment schemes: Farm investment schemes can change from one round to the next and are not aimed at asbestos encapsulation. If your project also improves livestock housing, ask your farm adviser whether any current scheme could apply before assuming support is available.
Multiple building discounts: Farms typically have several buildings needing treatment.
